Good alt history though weak characters

I enjoy a bit of alt history and this has interesting concepts and powerful moments, however I felt like the characters, especially the protagonist, were very 2D. At no point did I feel like I understood who Delphine was outside of her actions and her relationship with Pearl just appeared without the necessary footholds to support it. I also found the third person present tense to be an unusual choice that certainly didn't help me engage with the protagonist as anything other than a vehicle. All this felt very unusual given how emotive, dare I say explosive, the topics in here ought to be.
